Technical Advisor I, HIV/AIDS Services in Kyiv, Ukraine

Position Description:
 
The Technical Advisor will be responsible for the overall field-based technical and programmatic leadership and quality implementation of the HIV/AIDS technical component of this program in Ukraine. The five-year, USAID-funded project entitledimproved HIV/AIDS services among Most-at-Risk Populations (MARPs) in Ukraineis led by PACT and supported in HIV/AIDS technical assistance by FHI360. The Project will build sustainable capacity of Ukrainian organizations, public and civil society, to improve the quality of HIV/AIDS services for most at risk populations via technical assistance and capacity development.
 
The Technical Advisor I will:
 
  • Serve as FHI360’s senior technical and program representative for this project in Ukraine.
  • Provide technical oversight and direction to the design and delivery of all HIV/AIDS service-related activities targeted at increasing the quality of HIV/AIDS services to MARPs and their partners.
  • Monitor and provide oversight over all in-country activities, workplanning, reporting and communications with the donor.
  • Provide lead technical direction/technical assistance in activity planning for increasing the quality of HIV/AIDS services targeted to MARPs and their partners.  This includes management and technical oversight of up to 6 local staff member’s work.
  • Ensure adherence to timelines, submission of deliverables and production of quality products and services.
  • Lead program monitoring, evaluating, and periodic reporting as related to HIV/AIDS service delivery, in coordination with M&E team.
  • In coordination with PACT-Ukraine senior management, represent the project (technical HIV/AIDS component) with donor, partners and other key stakeholders.
  • In coordination with the PACT-Ukraine and FHI360 HQ,ensure the program remains compliant with donor and USG regulations.
 
Minimum Requirements: 
 
  • Master degree in health or social sciences, or a related advanced degree relevant to the field of public health or business or public administration.
  • 8+ years (10+ years preferred) progressive experience in managing and implementing national, HIV projects in developing or middle income countries, preferably in Ukraine.
  • Experience with USAID/PEPFAR projects preferred.
  • Demonstrated experience designing and implementing HIV/AIDS prevention, care and treatment activities, with a focus on most at risk populations including sex workers, injecting and other drug users, men who have sex with men, prison populations and at risk youth and adolescents.
  • Substantial experience in at least 5 of the following technical areas: syringe programs; substitution therapy; counseling and testing; Positive Prevention; social and behavior change communications; gender; the use of epidemiology and data in program design, implementation, monitoring, and evaluation.
  • Sensitivity to cultural diversity and understanding of the political and ethical issues surrounding MARPs and HIV/AIDS in assigned areas.
  • Strong management and leadership experience with proven experience leading a diverse team of professionals.
  • Substantial demonstrated experience in HIV/AIDS services target to MARPs, including MAT, as well as quality improvement.
  • Written and spoken proficiency in Russian and English required; Proficiency in Ukrainian highly desired.
  • Strong verbal and written communication skills. 
  • Ability to work independently with initiative to manage a high volume of work flow, with appropriate delegate and staff management.
  • Experienced and established reputation in the field of HIV/AIDS services.
  • Proficiency with activities, theories, methods and technology in the field of HIV/AIDS services.
  • Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
  • Ability to train and develop capacity in regional and country-level staff.
  • Strong planning, community mobilization and inter-cultural communication skills required.
  • Experience with any of the following areas preferred: Implementation Science, Quality Assurance/Quality Improvement methodologies and/or the design and delivery of evidence based interventions.
  • Experience working on a USAID-funded or other donor project pertaining to HIV/AIDS service delivery.
  • Experience working on in Ukraine and/ or Eastern Europe/ Central Asia preferred.
  • Ability to travel within country or region and internationally if needed.
