Technical Officer I, Data Utilization and ICT Coordination Support in Vietnam, CO

Position Description:
 
The Technical Officer / Data Utilization and ICT Coordination Support Specialist plays a key role in assisting all SMART TA technical units to comprehensively and systematically analyze and use data for programmatic improvement. This includes (a) developing and using programmatic dashboards and prevention-treatment cascade models; (b) supporting technical staff to utilize the FHI 360/Vietnam indicator database to monitor interventions; (c) analyzing expenditure data across the CoPC; and (d) developing a SMART TA DQA action plan. The Specialist will also support SMART TA to introduce and apply ICT across its programs and within the office and assist with programmatic reporting. This position is anticipated for the estimated period 1 January 2013 to 30 September 2013.  The Technical Officer I will:
 
  • Develop and update provincial dashboards, prevention-treatment cascade analyses (quarterly basis)
  • Provide targeted capacity building to SMART TA technical staff on data analysis and use
  • Develop provincial programmatic status report template and assist staff to complete reports each quarter
  • Conduct programmatic expenditure analyses and submit reports; conduct other costing exercises as necessary
  • Provide targeted capacity building on use of FHI 360 indicator management database; expand database to include other programmatic indicators and work with ERSE staff on data integrity assurance
  • Work with ERSE staff (e.g. QI Technical Officer) to develop and implement the SMART TA DQA action plan
  • Work with technical teams to develop, introduce and monitor mobile and other ICT technologies across CoPC and within FHI 360 country office
  • Co-coordinate M-Team and provide content for mobile technologies bulletins across FHI 360
  • Provide support to ERSE for programmatic reporting
  • Coordinate (with SBC and DD) the identification and development of SMART TA “stories”
  • Assist with the coordination and completion of SMART TA and other donor reports
  • Set priorities, develops and utilizes TA schedules and capacity building plans, monitors progress towards goals, and track details, data, information and activities
  • Assess technical issues to identify causes, gathers and processes relevant information, generates possible solutions, and makes recommendations and plans to resolve issues
 
 
Minimum Requirements: 
 
  • Bachelor’s degree or its international equivalent in economics / statistics/ information science.
  • 2- 5 years’ experience in strategic information , research and M&E;  Knowledge of ICT applications and data analysis Master’s Degree or its international equivalent preferred
  • Prior work experience in a Non-governmental organization (NGO),  government agency, or private company
  • Proficiency with database management software and on-line search tools required
  • Demonstrated technical competence in specific CoPC, SI and/or ICT areas.
  • Demonstrated experience working cooperatively and effectively to develop, test and monitor technical strategies and interventions that enhance program effectiveness and impacts
  • Excellent oral and written communication skills.
  • Excellent organizational and analytical skills.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors and prepare reports.
  • Ability to problem solve and implements corrective action as needed.
  • Ability to travel within country or region and internationally if needed.
