Cardno Emerging Markets USA Ltd. seeks an experienced Chief of Party for
an anticipated USAID-funded water and adaptation project in the
Philippines. This program is expected to strengthen the capacity of
concerned national and local government agencies, private sector and
civil society to increase sustainable access to water supply and
sanitation services and increase resilience to climate-related water
stress and hydrological extremes.
Key Responsibilities
The COP
shall be responsible for assuring that all assistance provided is
technically sound and appropriate for the needs to be addressed and for
adequately managing and supervising the work of all organizations and
individuals engaged under the project while in country. Additionally,
the COP will be expected to play a leading and substantive role in
developing and implementing all activities; s/he shall be the lead
person for the Contractor in liaising with the donor staff,
institutions, and client country partners to exchange information and
develop professional relationships. The COP should have strategic
vision, leadership qualities, technical expertise, professional
reputation, management experience, and interpersonal skills to fulfill
the diverse managerial requirements of the project. The COP will manage
the technical teams, ensuring coordination of goals and efforts across
the entire project effort.
Other Requirements
- Candidate must be a Philippines national
- Advanced degree in engineering, environmental science, urban planning, public policy, or other related field required
- 10+ years of experience implementing and managing donor-funded projects to improve economic development and growth in transition and developing countries, with some chief of party/team leader experience
- 10+years of experience in and knowledge of relevant technical areas, including water service delivery and infrastructure, ground water and surface water hydrology, policy reform, utility operations and capacity enhancement, cost recovery, and climate change adaptation
- Knowledge of the Philippines’ water policies, laws, institutions, and management issues preferred
- Able to establish successful collaborative working relationships with a broad range of stakeholders, including private sector, government, local organizations, other donors, and media
- USAID experience preferred
- Previous work experience in Southeast Asia required, experience in Philippines preferred
- Excellent written and oral communications skills required.
- Fluency in English required.
