NGO Coordination Lead to assist the Deputy Minister, Technical Affairs Office and Ministry of Agriculture Irrigation and Livestock (MAIL)


GRM International is seeking medium-term position as NGO Coordination Lead to assist the Deputy Minister, Technical Affairs Office and Ministry of Agriculture Irrigation and Livestock (MAIL) to develop a dynamic, well-functioning, competent and effective MAIL-NGO Coordination Unit in the General Directorate of Policy and Planning and strengthen the linkages between the Unit and other Departments in PPD and with the livestock, plant and seed related MAIL entities.   The contract will be for 12 months.
The key responsibilities include:
  • Assist in reviewing and subsequently implementing the MAIL-NGO Protocol;
  • Prepare an outline of the structure of the Unit and propose the staffing requirements for the identified entities/units;
  • Develop systems and procedures for the cooperation and coordination with the NGOs;
  • Assist in establishing, maintaining and updating a database of NGO programmes/projects active in the agriculture sector and disseminate information as appropriate;
  • Advise NGOs actively participating in the Partnership about opportunities for TA assistance and Implementing Partner arrangements in MAIL programmes/projects;
  • Develop systems and procedures for the cooperation and coordination between the MAIL-NGO Coordination Unit and key departments in the PPD and PICU.
To succeed in this role you will have:
  • Have a university degree in agriculture, natural resources, social sciences, administration and governance or in a related field;
  • At least 8 years of relevant experiences in Ministries, Government institutions, Development Agencies or NGOs;
  • At least 3 years of demonstrated leadership in mid to upper level management;
  • At least 3 years of experiences in restructuring and reform processes in ministries, Government institutions, Development Agencies or NGOs;
  • Ability to work with and in a team context.
  • Fluency in English
