Yemen - Senior Monitoring and Evaluation Officer

Creative is seeking Senior Monitoring & Evaluation Officer candidates for a Community Livelihoods Project (CLP) in Yemen.
 
 
 Primary Responsibilities 
 
 
The Senior Monitoring & Evaluation Officer will provide the following:
  • Establish and maintain management/field systems to monitor direct implementation, grant activities and sub-grantees
  • Manage and strengthen M&E unit capabilities to identify and conduct relevant research
  • Support field teams to capture data as part of CLP’s stability indicator framework
  • Prepare PMP plans to meet strategic objectives
  • Monitor and report against PMP plan in coordination with program staff
  • Identify and develop concepts for projects and contribute to grant preparation as assigned
  • Conduct impact assessments, baseline studies, surveys and need assessments to identify future project opportunities
  • Consolidate internal weekly program reports to quarterly and annual reports
  • Conduct and participate in professional training and development activities
  • Provide monthly consolidated M&E reports to CLP and Creative management
  • Coordinate with the USAID third-party Monitoring and Evaluation program in Yemen
  • Contribute to the development of the program team by modeling positive and productive professional work relationships
  • Represent the program positively and professionally in both internal and external relations and situations
  • Report to the Deputy Chief of Party
 
 
 Required Skills and Qualifications 
 
 
  • Master’s degree or equivalent in international development or related field
  • 3-5 years of international, donor-funded development experience, particularly in M&E and data management
  • Familiar with USAID rules & regulations
  • Organizational acumen, excellent interpersonal skills, cultural sensitivity, and excellent oral and written English communication skills required
  • Support/train staff in project planning, monitoring, project reviews and reporting
 
 
 Desired Skills and Qualifications 
 
 
  • Fluency in Arabic
  • Middle East or North Africa Experience
