Tetra Tech ARD (http://www.tetratechintdev.com/) is accepting expressions of interest from qualified candidates, both long-term and short-term, for an anticipated USAID-funded multiyear, multimillion dollar parliamentary strengthening project in Afghanistan. The project aims to improve the capacity of parliamentary staff to provide effective legislative support, strengthen public outreach initiatives, provide budget planning assistance, and build linkages between Parliament, NGOs, civil society, and the executive branch.
Qualified candidates will have expertise in one or more of the skills outlined below: --Parliamentary organization and development; --National budget analysis and review, budget development and oversight; --Civil society strengthening with parliaments; --Legislative/bill drafting; --Legislative committee strengthening; --Legislative rules of order/procedure and institutional management of a parliament; --IT/legislative information systems; --Public outreach/parliamentary communications; --Research and analysis skills for parliamentary bills; --Constituency relations/representation; --Gender outreach and development; --Monitoring and evaluation of legislative strengthening projects; --Training for parliamentary cadres/MPs.
Qualifications: --Advanced degree in relevant field; --Long-term residential experience in predominantly Islamic societies; --USAID donor-funded project experience; --Post-conflict country experience; --Afghanistan and/or Pakistan experience; --Work experience directly in or related to a national or sub-national deliberative body (national assembly, legislature, provincial council, parliament); --English language proficiency required; and -- Proficiency in Dari and Pashto highly desirable.
