Horizon Oil Sands
Horizon Oil Sands is an exciting part of our growth. Full production capacity for Phase 1 is 110,000 bbl/d of fully upgraded, light, sweet synthetic crude oil. We will see incremental production gains throughout the completion of future expansion and debottlenecking, with targeted full facility capacity of approximately 250,000 bbl/d. Further phases of expansion will bring the ultimate capacity to 500,000 bbl/d.

THE OPPORTUNITY:
Our Horizon Oil Sands operation is expanding with project spending forecasted at approximately $2 - 2.5 billion each year for the next several years.
The Lead Project Engineer will direct a team in the safety, reliability and cost effectiveness of plant systems and equipment to support the long term reliability and operability of plant assets. The successful candidate will provide project management for construction and hand-over of sustaining capital projects to operations, providing direction and support to internal and external construction team members.

HOW WILL YOU MAKE YOUR MARK?
• Oversee budget and project work associated with Upgrading and Utilities sustaining Capital Projects thereby ensuring execution of the project within the approved budget and schedule
• Develop and manage the execution strategy for Upgrading and Utilities sustaining Capital Projects
• Coordinate internal and external engineering and construction teams or resources to support the design and construction of projects
• Coordinate the activities of engineering contractors to produce contractual deliverables, ensuring that the contractor performs diligently all obligations under the contract relating to safety, quality, cost and schedule
• Meet project deliverables through development and management of project scope, cost estimates, authorization funding requests and schedule
• Liaison between Horizon Engineering, Quality Assurance, Document Control and Construction Management teams
• Provide day-to-day expertise, leadership and support to ensure effective use of capital and efficient project execution
• Manage contract negotiation and revisions including bid reviews, selection and change order management
QUALIFICATIONS:
• Typically 10+ years of related industry experience with an Engineering degree or relevant diploma with proven project management experience
• Registration or eligibility for registration with APEGA
• Familiarity with and understanding of:
- Project management, design, construction and commissioning
- Project planning and scheduling
- Proficient understanding of Microsoft Project and Primavera softwares
- Distillation towers, heat exchangers, fired heaters, hydrotreater reactors, vessels/drums, control valves and force lubricated pumps and compressors
