PROGRAMME OFFICER – London


The successful candidate will initially cover Francophone countries in West and Central Africa and focus on proposal development, implementation and reporting mainly in the humanitarian sector for all European donors. The successful candidate will also increase IMC capacity in the field to design projects, secure funding and successfully implement humanitarian programs funded by European institutional donors; Support all activities undertaken by IMC UK and the IMC UK Director to develop and expand the capacity, effectiveness and quality of IMC UK programmes; Raise IMC UK's profile and increase its reputation as an informed, authoritative and credible relief and development organisation; and some overseas travel will be required to the field and to other IMC offices. Duties and Responsibilities:
  1. Programme Development:  Assist and coordinate the preparation of proposal submissions to institutional donors and private foundations. Including proposal and budget preparation, review and editing.  Coordinate with country teams and donors the modification, extension and expansion of IMC UK grants.  Prepare and undertake presentations and solicitations on behalf of IMC UK to interested parties  Responsible for liaising between field offices, headquarters and donors to ensure IMC UK continues to expand its service provision to address humanitarian and development needs.
  2. Project Management:  Monitor IMC UK grants implementation and ensure compliance with grant agreements. Work with country management teams and headquarters staff to ensure a high standard of reporting and evaluation.  Maintain a good working knowledge of European donor administrative and programmatic practices and disseminate to IMC field programs and regional desks.  Provide practical leadership and support to field and US offices in the design and implementation of European funded programs, including proposal and report development, staff training and program review.
  3. Institutional relationship management:  Maintain and develop relationships with institutional funding agencies, DFID, JOAC, SV, SIDA & EU among others, to secure programme funding opportunities and share experience.  Maintain current knowledge and understanding of European and UK humanitarian and technical assistance policy agendas, debates and funding opportunities and disseminate to all appropriate parties.  Liaise and maintain good working relations with IMC worldwide with specific responsibility for relations with the IMC worldwide operations, finance, fundraising and human resource departments in the field and in the United States.

Essential requirements: 1. Experience of writing successfully funded project proposals and effective reports 2. Knowledge and understanding of EU/UK project design and planning 3. Good working knowledge of European donor funding regulations and policies 4. Experience of managing and developing institutional donor relationships 5. Experience of budget management and working with financial reports 6. Good level of numeracy and understanding of budgets and financial reports 7. A degree in a relevant subject or sufficient and relevant experience in a similar role 8. A good understanding of international humanitarian and development issues 9. Excellent written and verbal communication skills 10. Good computer skills- Microsoft Office including excel 11. Strong organisational and time management skills 12. Experience working in International humanitarian sector 13. Proficient in English and French 14. Field experience in the NGO sector in both complex emergency, transitional and development settings
Desirable requirements: 15. Experience of working in health and Nutrition sector 16. Experience in Francophone countries in West and Central Africa
