Policy Analyst – Health Privacy Project


The Center for Democracy & Technology is seeking a policy analyst working on health privacy and security policy issues in its California office. The job offers an exciting opportunity to participate in shaping public policy on key questions of the digital age.

THE POSITION

The policy analyst works in CDT's San Francisco office on health privacy and security policy issues in California. CDT's Health Privacy Project develops and promotes policy solutions to support the electronic sharing of health data to improve individual and population health. CDT is a leading consumer voice on these issues at the national level and has also been working on health privacy in California for the past three years. Key responsibilities include developing privacy and security policies and best practices to support the development of statewide systems for the exchange of electronic health information and to enable individuals to obtain access to affordable health insurance.

CDT also will consider applications or inquiries from those with considerable (4+ years) health privacy and/or health IT experience who would be interested in providing consultant services to CDT on the above-described issues on less than a full-time basis.

RESPONSIBILITIES

The responsibilities of the policy analyst include:

Policy and legislative analysis and development of policy recommendations;
Researching and writing policy papers, testimony, blog posts, comments, regulatory comments, and other filings;
Engaging with government agencies, technology companies, public interest groups, academics, and others to promote dialogue and consensus-building;
Assisting in the coordination of CDT working groups, consultations, and coalitions;
Participating in the state-level working groups or task forces;
Public education, media and public speaking; and
Providing policy and technical assistance to policymakers and government agencies.
QUALIFICATIONS

This position is individuals with at least 2-4 years of experience in health information technology and privacy issues. An ideal candidate would have –

Knowledge of health privacy policies, both at the state and national level;
Knowledge of the health care system and a commitment to improving it;
Knowledge of health information technology;
Excellent verbal and written communication skills;
Experience working with consumer groups;
Experience working in or with the California legislature or state agencies;
Commitment to CDT's public interest mission;
An entrepreneurial and collaborative working style;
Ability to take initiative and work independently.
This position is funded for at least the next year. If CDT is successful in achieving (or making significant progress toward) its goals at the end of 2013, we will be well-positioned to seek funding to continue the work into the future.

The health privacy policy analyst is fully integrated into CDT's staff and participates in the daily life of the organization, including staff meetings, strategy discussions and working group consultations.

CDT offers substantial autonomy within a team environment.

COMPENSATION

Salary is commensurate with experience and is competitive with public interest and government pay scales. CDT also offers excellent benefits, including health care and dental coverage, a retirement plan, and generous vacation and parental leave.
