Senior Manager, Electricity Distribution Costs & Outputs


£43,600 - £56,650 p.a. (dependent on skills and expertise) - Band DLondon SW1
Specific Minimum Qualifications and Expertise
  • A degree, or equivalent qualification in a relevant field (e.g. economics, engineering, accountancy, finance).
  • An appropriate level of experience, preferably with exposure to regulatory, audit or commercial issues.
  • Capability in team management and staff development.
  • Demonstrated ability to deliver key projects to challenging timescales, within a team environment.
  • Expertise in quantitative and qualitative analysis.
  • Familiarity with concepts of economic regulation.
  • Ability to gather and validate data.
  • Proven ability to develop and analyse complex concepts and communicate them effectively, with good report drafting skills.
  • Expertise in standard Microsoft Office packages, especially Excel.
You should possess the following skill set:
  • Ability to gather, validate and analyse complex historical and forecast accounting and operational information, in order to understand costs and cost drivers, levels of performance and outputs and draw out key relationships in the data.
  • Ability to handle and successfully present analytical and financial information.
  • Excellent influencing skills and ability to think strategically.
  • Strong communication and relationship building skills.
  • Ability to challenge cost and performance information that is presented in meetings, at both a working and senior level.
Purpose
You will be expected to lead the work on developing Ofgem’s RIIO-ED1 proposals for assessing either reinforcement-related expenditure, connections expenditure and associated outputs in these areas, or non-reinforcement related expenditure (asset replacement, refurbishment, inspections and maintenance), including the development of health indices. This work will involve leading working groups, drafting consultation documents, assessing business plans and developing the required licence and reporting arrangements. It will also involve the ongoing monitoring of the DPCR5 arrangements in these areas.
Key Outputs and Deliverables
  • Lead or be an integral part of the delivery of key work streams and manage staff input into relevant areas of work.
  • Represent Ofgem at external meetings, conferences and events with network companies and other stakeholders, explaining Ofgem’s position on particular issues.
  • Present policy and recommendations to senior management.
  • Lead the reinforcement-related expenditure and load indices assessment in the RIIO-ED1 price control, and contribute to the further development and refinement of load-related outputs.
  • Monitor and assess ongoing reinforcement-related network investment, connections margins and load indices during DPCR5.
  • Develop the necessary licence and reporting arrangements to implement RIIO-ED1 decisions.
  • Contribute to the development of appropriate RIIO-ED1 mechanisms for ensuring timely delivery of investments that are reflective of the needs of stakeholders.
  • Taking responsibility for drafting key public documents, or parts of documents.
Key Stakeholder Relationships
Internal: other members of the Costs and Outputs team, financial issues and policy teams, and other Ofgem colleagues, as required.
External: the network companies, other stakeholders and industry representatives.
Key Accountabilities
There may be responsibility for managing other team members or consultants.
