Senior Manager, Network Regulation Policy


£43,600 - £69,700 p.a. (dependent on skills and expertise) - Band DLondon SW1
£41,200 - £64,000 p.a. (dependent on skills and expertise) - Band DGlasgow
Specific Minimum Qualifications and Expertise
Essential
  • A degree or equivalent qualification, or evidence of equivalent intellectual ability.
  • Proven ability to develop and analyse complex concepts and communicate them effectively, with excellent drafting and oral communication skills.
  • Demonstrable ability in the delivery of key projects to challenging timescales.
  • Effective influencing skills and the ability to think strategically.
  • Ability to work constructively with others, as part of a team, and to value the contributions of others.
  • Expertise in standard Microsoft Office packages.
Desirable (but not essential)
  • Demonstrable understanding  of regulation or the energy sector.
  • Proven capability in the management and development of others.
Purpose
You will lead, or be an integral part of the development of workable solutions, in high profile policy areas such as assessing submissions from network companies, influencing the development and the implementation of European policy, and reviewing the approach to network charging.
The team’s work plays a key role in ensuring that appropriate regulatory arrangements are in place to provide safe, secure, high quality network services at value for money, to existing and future consumers.
Key Outputs and Deliverables
The work is likely to include elements of the following:-
  • To manage projects related to policy development and/or implementation. To lead or contribute to a range of issues in network regulation, such as assessment of network planning and investment efficiency,  European policy, incentives, code modifications, network charging and access arrangements.
  • To contribute to the development and implementation of wider policy areas and to present policy recommendations to senior management on regulatory issues relating to energy networks, both in the GB and European context.
  • To prepare major policy documents, impact assessments and decision letters relating to the regulation of transmission.
  • To act as a leading representative for Ofgem at external meetings, conferences and events explaining Ofgem’s policy, including convening and chairing workshops and workgroups, when necessary.
  • To lead and manage consultancy input.
  • To lead, motivate and develop members of a team.
Key Stakeholder Relationships
  • Develop relationships with external contacts (including network operators, wider industry and Government, European stakeholders, consumers and customer groups), ensuring Ofgem policy is well represented and understood.
  • Build relationships with staff and senior management, both within Ofgem’s Smarter Grids and Governance divisions and more widely across Ofgem, providing advice and input into various work strands.
  • Represent Ofgem’s policy at external meetings and feedback to others in Ofgem.
  • Liaise with colleagues within Ofgem, providing support for various work streams.
Key Accountabilities
  • Responsible for high quality and timely analysis of policy options and recommendations.
  • Responsible for ensuring that major policy projects are progressed in a timely manner.
  • Responsible for managing consultant input into project work.
  • Potentially responsible for managing and developing a team (including undertaking performance appraisals).
